Really? I thought Begins did that the best. It's the only film of the three where it actually felt like it took place in Gotham. The next two films were just New York City with a different name.

Begins established the criminal atmosphere of Gotham, but it's still New York. Just a grimy New York. I always thought the first two BatNolan films had Gotham be "grimmy New York" before transitioning to "We were Rhode Island THE WHOLE TIME" kind of thing. Only to break the illusion with the underground bomb segment, where they clearly were in those New York garages that are way below the sea level and anything could cause a flooding or something.
Though having a New York vibe isn't exactly out of place for Batman, he's always been the one to have a city that has a real life counterpart, instead of being completely fictional, like Metropolis. On that end, I think Green Arrow's city, in the comics at least, was always supposed to be San Franscisco or something.

Tobe fair, the first movie tried to dress it up to look like a comic city. Second movie is pure Chicago with no attempt to hide it, while third movie is Pittsburgh, you homos.
