0% chance of this. When someone calls 911, it creates a case file immediately. The case file is created at dispatch and transmitted to the officer. It cannot be closed without a response code from the responding officer. This is called "coding out." It consists of a number and a letter (since it's usually transmitted by radio, they use a name beginning with that letter). Cases cannot be left incomplete and must be coded out by the end of the shift.

A case is opened when you call anyone and an officer is dispatched. This isn't Mayberry. EVERYTHING is logged. When they get a noise complaint and show up and no one's there... they still have to code out. You cannot delete open cases. I believe him that his ribs were bothering him. Not "broken" like he says, but after that car crash you could see in the video (thanks tony) that he couldn't quite breathe right and mentioned his ribs hurt. The cop took one look and recommended a hospital visit but spoony knew better.
I broke my wrist as a kid and occasionally it stiffens up for no reason. I wonder if cracked ribs do the same, especially if you let them heal on their own.
