What you have now is close to the system that was in place when Rome fell apart. Clientes, or freed persons without any real jobs or sources of income, would get hired by patrones. Because they were citizens...they could vote. So in return for housing and getting taken care of, the patrones would ensure that certain laws and measures got their vote. Since Rome was a direct representative government--even citizen could theoretically vote.
It's not the same, but the only voters usually giving a damn are ones with no jobs with gibs to lose. The special interest groups tailor their candidates to ensure they vote skin color.
Being an informed voter incurs a cost to the informed voter. It is a responsibility, a job at that point. It's a job where your payment is maybe your guy gets in and does nothing or opposite what you want because when everyone votes, even the bottom feeders who don't support the system they leech off of, nulify your vote and policies. Those people just amass their wealth and resources and fuck off to greener pastures, causing an inevitable collapse in the place they left behind. If anyone on welfare was forbidden from voting until they got off welfare and started paying taxes through a job, any job even, things would be much better for everyone including people on welfare, but all they can see is less gibs, not a big picture or long term consequences.
If tax payers only voted, taxes would be low, full stop. People vote for their own interests and there is no such thing as an altruistic vote. People pay taxes so the system is supported, but taxes are low so people are incentivized to work and through that income that they earned they will perpetuate the system that affords them more of their income and keeps taxes low, keeping more money in people's hands to do with what they please and invest and spend how they see fit. If they fuck up? Not my problem. Learn to manage money better and try again but you're not going to fuck over other people for your shitty choices. Welfare will still exist and you can certainly take advantage of it, but with taxes being low and you being unable to vote yourself more gibs you'll get a job or you'll shut the fuck up and fuck off.
Government would be smaller. Everyone ultimately more free to choose the life they want and the system won't be going bankrupt as easily. Illegal immigration and solid, defined borders would be more universally supported and enforced because even the people on welfare don't want some non citizen wetback stealing their gibs, and if those same former welfare recipients become tax payers they won't want their hard earned money going to support people that aren't born in their country. This system plays to human nature and tribalism in a subtle way and has clear cut incentive, checks and balances that I really can't see being easily exploited or infiltrated by Communism because those people will be in the minority vs the current majority we have in society with the welfare state.
