At those hours? And all the goddamn time? This wasn't a special day for him, it was the norm. Also keep in mind that Spoony isn't a 21 year old college student, he's a medicated 38 year old. Gainfully employed 38 year olds don't stay up from 130AM to 6AM on weekdays tweeting nonsense at the world.
When he was younger and less insane he manged to get fired/quit from his jobs within mere weeks. Plus he and April would have to successfully keep the lid on him having a job. And, we've seen him on camera with his long, greaseball hair.

I'd honestly be more surprised if they had any interaction outside of twitter. He likely doesn't even know how to make a call or send a text message anymore.
Once released, that report could be interesting. They will check his blood for sure if he was the driver. The insurance will absolutely want to know. When I wrecked a car I had to either go along with the breathalizer or get my blood checked as well.
