If DC wanted a hot supervillainess, they have plenty to choose from. JLU had Plastique for example. With regards to the live-action movie, it's not as if Margot Robbie was playing Harley Quinn but rather a vaguely Harley Quinn themed Margot Robbie anyway.

John Ostrander picked characters no one was using or cared about because the whole point of the series was that anyone could die.
