SML2: Six Golden Coins. He wears a turban with a feather when you have the fire flower powerup. I played the game all the time when I was a kid.

I remember the feather, but I can't recall his hat changing all that much.

Also wasn't the character Mario replaced in the re-skinning of Doki Doki Panic basically Arab Mario?

The hat never really changed. Powerups would add a feather here or bunny ears there, but those were only added to the sprite.

Yeah, that's real easy to pretend to be clear right now with some blown up picture but IRL that's about a pixle or two on a sprite that's less than half a centimetre large.
