He means that doctors aren't supposed to make you worse off. Chemotherapy is literally poison being pumped into your veins to kill the cancer and when it's no longer killing the cancer you're doing the patient more harm than good by keeping them on it.

He's young and seems to be studying to be a doctor. He's not a heart surgeon or anything. He's probably a TB fan.

As for what he meant, see Keith's post. Chemo is the nuclear option in cancer treatment. But Bain has already tried that option and it failed, and I've yet to see that happen without an RIP shortly after.
