Cell Saga sucks shit. The early parts with future trunks are fine because they're just stealing from Terminator, but it gets fully retarded when Cell shows up.

My problem is that he should never have been in a position to absorb 17 in the first place.
In order to make the villain more threatening and menacing, Toriyama made all the heroes fucking retarded. Especially Vegeta. Remember the bit in the Freeza saga where arrogant Vegeta boasts that he's become a Super Saiyan, and then proceeds to get absolutely humiliated by Freeza? Well it happens again. Twice. The worst part is that Vegeta is supposed to be smart.
With 17, when he fights Piccolo, Piccolo plays with him for a bit knowing full well that 17's stamina is unlimited and Cell will eventually find them. When he does find them and 16 fights Cell to give 17 and 18 time to escape, 17 doesn't do the sensible thing and run away but rather tries to stand and fight, even though Cell had kicked his shit in not moments ago.
The other problem is that he made Gohan the hero out of practically nowhere. Not Trunks, who destroyed Freeza and his supposedly more powerful father in like 2 seconds. Not Piccolo, who got a much vaunted power-up. Not Vegeta, who got two much vaunted power-ups. Gohan. Gohan who never won a fight prior to late Cell saga. Gohan, who always needed either daddy or Piccolo to come and protect him.

He fucked up Radditz when he plowed into him, his power level spiked against Nappa and he sperged out against Freiza and got a lot of shots in. If Cell had died when he blew himself up it would have been a decent ending to a shitty saga since Gohan had reached his potential but let it get to his head (giving him a chance at more character growth), with Goku achieving what he wanted in making his son reach his potential for more than 30 seconds and stopping Cell.
But of course, Toriyama needed a big epic bullshit ending so Cell suddenly became fucking Buu even though Piccolo couldn't recover like that.

For better or worse, Toriyama had been developing Goku for over 30 volumes at this point. We'd grown up with him, we'd followed him on numerous adventures and countless battles. Fans liked him. Toriyama killed him off and replaced him with his son, with whom we don't have that kind of relationship. Like I said, prior to the actual Cell battle, Gohan never actually defeated any opponent. He hurt Raditz, he might have hurt Nappa, he crushed Vegeta and he hurt Freeza, but he never actually beat anyone up. He always needed his daddy or Piccolo to come and protect him once his anger ran out.
I suppose thematically Toriyama was trying to suggest that Gohan can't always depend on daddy (or Piccolo) to protect him, as well as create contrast between Goku and Gohan's good father-son bond (resulting in Gohan actually attaining Super Saiyan 2) and Vegeta and Trunks' bad father-son bond (resulting in neither achieving anything of worth and Vegeta getting put in his place again). But it's the kind of plot development that really needed a much slower burn than Toriyama gave it. Toriyama sort of tacked it on to the arc and just expected fans to accept it. Which is, again, partly why the Buu saga was such shit. He had to spend a lot of time trying to put things back to normal. Which he did by, again, making everyone fucking retarded

Gohan was teased as the Next Generation of DBFighterZ since the Saiyan Saga. Aka the beginning of DBZ. It was said many times that he had some amazing hidden power and it was hypothesized that human-saiyan hybrids were more powerful than pure-blood saiyans for some reason.
Then Gohan gets trained by the former KING OF DEMONS, Piccolo. This was pretty big. Goku was trained by an old lech for comedy relief and kamesennin wasn't even close to as powerful as the reincarnated demon king. Add to this that Gohan spent most of his formative years with piccolo and considered him a father figure, even down to dressing like him and using his fireball move instead of the kamehawaiianking. Gohan and Piccolo's relationship btw is one of the more beautiful story aspects of DBZ. A lot of DBZ is just fighting, but Piccolo's reformation only happened thanks to Gohan and he sacrificed himself to save Gohan multiple times.
Gohan also had a unique personality that was different from Goku. He didn't particularly like to fight and his amazing potential came out of extreme rage, which made him reluctant to use it. He was a more thoughtful character, sort of like the model student and citizen ChiChi raised him to be. He wasn't like Goku, Vegeta and the other fightmonger DBZ guys who just want to fight and do stupid shit like "let vegeta live because I'll just beat him later lelz."
Maybe some wouldn't have liked Gohan taking over the story from Goku, but it was the natural progression for how Toriyama wrote that shit. That was until the Buu saga where he completely fucked over Gohan's character with Great Saiyaman and a ton of other retard shit like Gotenks SSJ3, Majin Vegeta (aka Majin JewWario) and Gogeta.
By the time we got to Super Buu, the asspulls were at such supreme levels that it wasn't even surprising how bad that shit was. Blob Buu reguritates the evil which turns into skinny Evil Buu who then eats Fat Buu who then becomes Kid Buu who then eats most of the other characters (without killing them) and becomes Super Buu with a retarded goku outfit.
What should have happened at the end of the Cell saga is Gohan realizes his arrogance and reluctance cost people their lives, and so he resolves to never play around like that again. The trauma of the Cell saga should have made him take combat more seriously, not less. So no great saiyaman shit. He should have become more like Future Trunks, aka someone who almost never fights, but when they do, they got straight to SSJ3 highest tier godaiyan and kill the enemy in 2 seconds.
But that wouldn't make for good soap opera fight club and toriyama is a HUGE HACK.

I still maintain the Saiyan Saga is really good. With Dragon Ball, for me, I like the demon king saga the most, then the Tien world martial arts tournament and then Saiyan Saga.

I have a soft spot for the Cell arc. But I may be biased by nostalgia.
My friends and I discovered DragonBall Z in the early '90s. We would rent the episodes from a Japanese VHS video store in Seattle. The Cell arc was the current arc at the time and that's where we jumped on.
Majin Boo arc was so disappointing. We would keep waiting for something cool to happen and it never did. It dragged on so long and we just wanted them to kill Boo and get the arc over with. There really wasn't an internet then, so we'd hear rumors that the arc had ended ("Gohan kicked Majin Boo's ASS!") that always turned out to be false.
And then what followed with Oob teased a new arc, but abruptly ended out of nowhere. It was kind of a lame ending. Toriyama modified the ending in more recent prints so that Goku passes on the Kintoun cloud to Oob. I was hoping that Kai would animated that ending, but Toei was too cheap and lazy to do it.
And then GT... I think everything has already been said about that one.
