Clearly you've never seen the NUMEROUS accounts that people (celebrity and non-celebrity) make on Twitter (and other social media platforms) for their pets and the like. Spoony isn't the only one. Nor does it say something like he has an addiction to Twitter (if you wanted to say he did for his main account, given the volume of content, then you would have a bit of a leg to stand on, but not for Oreo's Twitter), as it's meant to be something tongue-in-cheek and fun, by making an account that is 'ran' by a pet or used for a pet.
