As far as I can tell, the only valid use of hate crime legislation (and imagine the word "valid" in huge air quotes) is determining motivation for a crime. If some dude kills a gay guy because he hates them fags what will burn in hell, then yeah, I guess it makes sense to take that motivation into his sentencing and give a harsher penalty. But we already did that anyway before hate crime laws, as far as I can tell.
Mostly, hate crime legislation seems to be about taking shit that ISN'T a crime, like talking, and turning it into a crime.

I believe hate crime laws were originally enacted because in a lot of local areas, lynchings weren't being prosecuted, and the hate crime legislation was a way to force them to actually do something about it. Such laws seem unnecessary at this point, however.

I never even heard this term "hate crime" until the 90s. Wiki says the term only came about in the '80s and meant something else.
Cartman's Silly Hate Crime 2000 was made shortly after the time when all these anti-hate crime laws were passed. That episode really gets to the heart of why hate crime laws are stupid.
If a crime is committed, it doesn't matter what the specific motivation is. It is always hate in some form.

"Hate crimes" are fairly new to me as well. There was motivating others to crime and such and, of course, Volksverhetzung but that's something entirely different. The whole "calling somebody fat is a hate crime" shit is very recent.
Edit: I should note that as opposed to some other European nations, being a dick isn't a criminal offense or even a misdemeanor in Germany.
