You need to properly train your troops, and give your officers enough autonomy to make the kind of quick decisions necessary for modern warfare.
Arabs are effectively all ruled by some flavor of despot, and despots don't want their officers to be too free-thinking.

As VORP said, the losers do. Units in Warhammer come in groups. You fire some artillery into one, you roll for deviation, roll for hits, injury and then for morale.
Especially Skaven get scattered easily but tend to regroup quickly and their units are cheap.

You also roll for direction and distance. I've seen entire groups of units getting instantly wiped by artillery thanks to really unlucky rolls immediately having the survivors flee off the playfield.
It's very different to 40k but not bad and somewhat more of a traditional war game.

But again, I only have experience from casually observing.
