My parents have had two different cats for over twenty years now. Both had unlimited access to the outside.
In all the years, each cat has caught and killed one bird each. Both times a sparrow, the most abundant bird species here. I doubt cats have a big impact on the local wildlife.

Sounds about right as a freak accident. I've seen more birds getting killed by small hawks and other predator birds, which is kinda weird considering you spot a lot more cats in your daily life.
Cats seem to have a much higher chance at getting spotted, and then all they end up with is the birds shouting loudly until they piss off.
And then occasionally you get small chads that are fucking dive-bombing the cat, just so they can shout right into their ears.

They hunt and occasionally catch birds when they are young. They rarely even harm them.
Now mice on the other hand get fucked up and eaten by them.
That's nothing but useful in the cities and suburbs. In rural areas every farm had multiple cats and them killing mice never had a negative impact on birds of prey. But pesticides did.
In any case, try to ban cats or dogs. You'll get dragged out of office the next day.
