It mostly happened 'cause the people running the previous two seasons lost interest and gave it to someone else.

The Picard series solely existed for memberberries so it's nice they finally delivered on that instead of whatever gayness they were trying before.

I'm still thorny over how wasted John de Lancie was in season 2. Unlike Stewart, he's at the peak of his acting ability and was clearly excited to be reprising the role. But they gave him almost nothing to do other than ramble in vague Shakespearean terms like any two-bit villain. He and Stewart also had appallingly little screentime together, considering the entire season is about Q trolling him. They only meet at the start and end of the season.

I have a headcanon that the other Q (maybe his wife from Voyager lol) told him to stop stalking Picard, and he just goes all emo before finally cutting ties... only to start stalking Picard's kid.
