It's not a good look. Animation looks weird (same studio behind Bojack), the newer character designs look fan made, it's moving way too fast for a first episode, and the jokes are what you would expect from a "hey, let's take something that fifteen plus years ago, point out how problematic it is, and do nothing more with it".

Based on the context of your post, I'm assuming he's referring to rule where most Japanese animation studios these days only have enough money for three episodes of decent quality (certainly the first one and usually the first three) after which the quality drops off exponentially. At least the finale was really well animated. Super was shit but that ending was pretty cool.
