The problem of "original vs localization" should have been turned moot at this point in time and technology. Just offer both options! Offer the dub with localized context alongside the "keykaku means plan" literal sub and people can pick their poison. Unless you're planning to distribute shit in VHS, that's certainly possible.

They have to change the music because they might have Japanese lyrics in them, and they don't get through all the effort to pretend that the animu totally takes place in Burgerland (never mind the school uniforms) to then allow Japanese sounds anyways.
But of course nothing is consistent, so you either get synth:

Oh, they love fucking with those out of sheer autism. It seems localizers get triggered at animu scenes that don't have a background song playing, so they instead make their own shitty stuff so they can bombard the viewer with background songs 24/7.

They can still do all that crap and keep the option for original audio + subtitles. I don't see how that would lose them money; if anything, you'd get an even bigger audience.

I could give numerous examples, but let's take Yu-Gi-Oh as an example. When 4Kids localised it they went in and edited the design of the cards themselves so that they're just the pictures of the card with no text on them (because FCC regulations would consider showing the unaltered cards to be advertising and they'd have had to pay more to air it on television). They made numerous other edits for violent content and religious iconography. I believe they may have cut some episodes for time. Various other edits.
They did similar things for Dragon Ball (early showings of Dragon Ball Z they'd literally cut and paste episodes together because there was just too much filler) and numerous other examples.
So by this point what the localisers have generated is an entirely different product to the Japanese original, and offering their localised product with the option of Japanese audio wouldn't really do it justice because it's more than audio that's different
So, realistically, what they'd have to do is either press bigger size discs to accommodate the Japanese originals (expensive) or offer the Japanese originals as a separate product (also expensive)
Because getting in actors to dub the thing, getting people to write the dub scripts, getting people to edit it, compose an entirely new score, etc, all of that obviously costs money, and if they offer the original, unaltered versions and people like those better, that's money down the drain.
This is why 4Kids for many years basically wouldn't offer the Japanese originals whatsoever. They've spent all that time and money trying to make anime palatable for the Western market. Like hell they're gonna make the superior originals available and flush all their investment down the toilet

It depends. Funimation during the 2000s did do this with Dragon Ball. Both the Nippon and Burger versions were on the DVDs with subtitles for both. Burger version subtitles were based on the Funi dub while the Jap version subtitles had the Simmons translation which was closer to the Jap version.
Now 4kids. Yeah no way were they going to do that. Hell they sabotagd the dub they did with Funi to pretend that no one wanted a dub closer to the Jap version.
