Phone companies provie an infrastructure service. Twitter provides a (very shitty) platform for message sharing.

Also, in America there's a government mandate, paid for by taxes, that every house needs to have access to an affordable landline. In your bill, you'll see a small amount deducted, which is because rural areas are more expensive to hook up, so the companies are subsidised in order to ensure farmer Joe can call an ambulance if a cow falls on his wife.

YouTube on the other hand provides no such service and has no government backing because of it. And while twitter is a communication front, if there does end up being an emergency you can contact 911 through the internet even if you don't have a phone.
