I'm sure it's both since she's not experiencing food scarcity just mismanagement. Twinkies and kool aid and frozen pizza fuel the appetite, she probably spends it all and doesn't shift to generics so by mid week its gone and she has to rely on staple foods from the food pantry, that's why she's clinging to her vanilla yogurt, it's the closest thing to a sweet reward food with the only alternative pasta (apparently plain pasta). For someone who constantly talks about strength and willpower it really doesn't take much to curb your appetite, hell a three day fast can totally reset a lot of things but so many people don't even have that much willpower.

She's complained in the past "I've only had soup for days, my pantry is entirely empty, unless I eat more soup, I'm going to be hungry and see if my caseworker will loan me some grocery money" ...you're hungry? EAT THE FUCKING SOUP. I'm sure she only gets premade or fast food as well, probably thinking that her arthritis is the perfect excuse to not invest in the self care that is cooking for yourself.
