I think Showa-era Toei didn't use many white people because Tsuburaya had dibs on them or something. Even the first Ultraman had three different ones.

Not really true, white actors were just very rare in Japan. Most whiteys in japan were usually just some high ranking jobs instead of the entertainment industry and back then actors in general didn't have much covered regarding salary, agents etc compared to today. It's part of why it kind of became a tradition to start at a tokusatsu show and then climb upwards instead of being already famous and then going to a toku show like Renn Kiriyama did for Kamen Rider W.

It's pretty difficult to find gaijin that are 1)fully fluent in Japanese, 2)fully intelligible without a strong accent, 3)able to fucking act. If you can't do all these things, you're too much trouble for a director to deal with. That's why gaijin are usually relegated to guest stars and bit parts.
I don't think there's enough work for gaijin talent to make a decent living. I think most of them just do it part time and work regular jobs as English teachers or whatever.

He did bust out the occasional gaijin speak but not much.
It's also due to a lot whiteys wanting to start with big movie projects instead of gong through small dramas etc like most actors in japan do and the directors already don't have any patience for them young whippersnappers with their Lines and mobile games and shit, they won't spend their day arguing with baka gaijin who has even less of an idea of what's going on than your average 19 year old actor over there. Some others just want to be singers and they can't either.

Most of these gaijin entertainers don't have very long careers. I think for many, the pay isn't consistent enough to make a career. And also, I think the Japanese just get sick of them after a while, especially if they get too old.
