Unless I'm mistaken,
at least some of the more famous movies did go through a proper restoration process before being put in Blu-ray a while a go, like those Hammer Films with monsters or some klassiks like Casablanca(don't remember if that one got a proper resotration specifically). But most fall into the "nobody cares" camp you mentioned, which is a bit unfortunate.
Things have been getting better within the last few years. Classics and old arthouse films have always been treated well and gotten proper restorations (the major studios are always willing to do restorations for super famous classics like
Citizen Kane, and companies like Criterion take care of arthouse films like
The Seventh Seal), but throughout the 2010s companies like Shout Factory and Arrow Video properly restored a ton of b-movies, and we've recently gotten to the point where even obscure garbage is getting properly restored. Vinegar Syndrome find terrible z-grade flicks from the 1970s-1990s and give them the sort of loving restorations that a decade ago were typically reserved for classics, arthouse films, and cult classics. If trash like
Zombie 5: Killing Birds and
Demon Wind can get beautiful 2k restorations, then it seems like it's only a matter of time until some nerds start a company that's dedicated to properly restoring and releasing old obscure cartoons.
