I know you're half-baiting but I'll bite : specifically for the mid90s-00s cartoons, a lot of them got proper dvd treatments showing the bloody things on the way they were drawn before getting crunched by tvs : in 360p or 480p like some animu ovas, if they were feeling fancy. Since they were drawn like that, if anyone tried to upscale them, they'd have a stretch-like effect, some pixelation at times if you saw it at anything LESS than 1080p and they'd have some colour desaturation in places. Those are still watchable and there's no need to go through hell to upscale some old animations from the 70s and before that indeed looked like pure shit due to degredations and whatever else, that are in need of restoration in some way or another.

Admittedly, the upscaling doesn't look very good. I'm all for restoration, but it needs to be done with care, otherwise you just end up like a lot of "high texture" mods for classic games, where the games just start looking worse, because the modders took liberties with different textures where they really shouldn't, because they have no idea about art direction.

If there were source materials available, it would be much easier to do the restoration on high quality film material (no shit), but with all this old crap, that seems impossible, because nobody who would have access to the source (if those film materials still exist in some locker) cares.

Unless I'm mistaken, at least some of the more famous movies did go through a proper restoration process before being put in Blu-ray a while a go, like those Hammer Films with monsters or some klassiks like Casablanca(don't remember if that one got a proper resotration specifically). But most fall into the "nobody cares" camp you mentioned, which is a bit unfortunate.
