Rats are fugly and mean looking. Mice on the other hand range from small hamsters to even smaller little balls of fur with tiny ears.

I always found it funny that Doge made such a big deal out of it when they talked all the time in the comics. I suppose they thought dialogues are necessary to give better context, and add in some puns to make up for the lack of animation. Completely textless aren't too common, as well.
