When he went into foreclosure, the bank made up the difference created when he stopped paying his mortgage, paid the tax and is billing him for it, which is destroying the (little) equity he has left in the property. They do this because at the end of foreclosure, the house will be theirs to sell. If they do not pay the property taxes, the county puts a lien on the property so the new owner will have the liability, the county can seize it, etc.
