Because in Kane County where he lives you get an exemption (discount) if a property is your primary residence. It's a benefit for homeowners vs. people buying investment properties. This is basic shit here.

US property taxes pay for local schools, parks, hospitals and other things your income taxes pay for. No doubt they're more expensive in Illinois than other states, though, because teachers, cops, etc. have unionized and gotten amazing pension deals.
