I've had 2 1/2 (mixed lady) black neighbors while I was renting and never had a good experience with any of them. They would smoke weed which I could smell through the vents, be loud, and overall act like no one else lived there but them. We had one neighbor below us where her kid would cry and cry all day because she didn't take care of them, basically the kid would just cry itself out. It got so bad I called child protective services and I believe it mostly stopped but by that time I was moving out.
