You can activate and deactivate them. And some versions can be aktivated by a single button press, but to turn them off you need an code. That comes in handy if a cop gets his hands on you.

As far as I know the ones the cops wear always record video. Audio gets activated after a button press. I think they constantly overwrite old files and only keep the stuff from ten seconds before the button press with audio right from the button press. That's why body cam footage usually starts silent for the first few seconds.
At least that's what I think is the case.

It is not a matter of technology or even price. It is a political decision. And every police department buys whichever kind of camera they want, so there are different configs.
