Is there a reason the body cams can be turned off by the cop? Why not get turned on when the cop signs in (or whatever they do) and off once he signs out?

That's fair. It baffles me though that with Go-Pro being a thing that we haven't used them for officer shoulder cams. Make the attachment for the vest and every time they call something in that body cam goes on the nano second after. You can easily line up the call in time with the start of recording for investigations and most calls last 20-30 minutes I bet which means you have a daily track list of videos of the officers calls, those times he's actually doing law enforcement shit.
