He doesn't. Just like a child needs to experience different things to be able to tell what is good, however, unlike child, Phil as displayed over and over that he's unable to learn, and appreciate anything other than snorting, farting and bleching.

I don't know how the recent games fare in this case, but in the older one, you could die many times, since they had plenty of quick time events. The car tells you to make one. Regardless of how much you drive, after a certain time it'll tell you "service in [insert miles]".
It's impossible to just miss one. He likely actively disregarded it.

Poorfag spotted. You can't make an oil change yourself on a new BMW. There's a reason the job isn't called car mechanic anymore and instead called car mechatronic. You'll have to hook the beamer up to the BMW diagnosis device to tell the car to stop freaking out about an oil change because it has been done.
You can't do jack shit on new cars yourself.

It makes an annoying "bing" sound every time you turn the ignition when it's due for service. Same sound as when the fuel is running out. Impossible to miss. Phil just ignored it, leading to an incomplete service record. That's not something you want to have with a leased car.
