You misaunderstand something. That is temporary. You aren't expected to have pension, work rights, elderly rights or even medical coverage lest you become a citizen there and for that you not only need to speak perfectly the language, you need to pass tests and get your papers done there and hope you reach second-class citizen status like most zainichi koreans over there just so that your kids will be normal nips.
