They really should instead focus on broadening a shounen characters skills rather than making them stupidly strong. One Piece did a similar thing. Most of the devil fruit powers are just different rather than better/worse. But then Haki came along and fucked everything up, because Haki is just Chi/soul power/shaman energy/nen/super saiyan.
In theory, a show could also develop a character's skill rather than pure power levels. I'd say that's what they did in Gundam 0079, except Amuro was a goddamn NewType and again, NewTypes are just another form of super saiyan.
Samurai Champloo was a pretty neat example of a show without power levels. Jin and Mugen start the show as expert swordsmen. I wouldn't say they power up so much as they fight some strong opponents and scrape out wins.

Logia users were too strong since all of them could just become intangible and neg any damage. Logia was bullshit and shouldn't have been that strong to begin with. It would have been easy, since we're talking about a comedy series, to include a lot of silly weaknesses for Logia users, like "dumping a bucket of sand on this guy will negate his stupid fire powers" or "hosing Eneru down will short-circuit him." The only one I remember from One Piss is Luffy being invincible to Eneru's lightning attacks, which isn't how rubber works btw. Problem with Haki is it levels up the entire world. Everyone who can't use haki is suddenly trash tier and anyone who can use it is super saiyan tier unless the plot dictates otherwise. One Piss also has the problem that about half the crew are as useless in a fight as Yamcha. That wasn't an issue pre-timeskip but it sure as fuck is an issue post-timeskip. I'm not a fan either of the way the timeskip was handled. The only interesting timeskip island was the one Luffy went to, and all the designs for the characters post-timeskip look like ass.

It's even less of a contest when you look at mango and comics. Even the worst shonenshit might give you keks for dumb fun, whereas shit like Squirrel Girl and Captain Marvel is written by people who hat fun and all of mankind.

I think the explanation is in One Piece, it's possible to just train yourself to superhuman levels, haki is just the next jump. It just wasn't thought out at the beginning otherwise a dude like Rob Lucci would definitely have been using haki.
