It's probably true - the cost of keeping data for them is basically non-existent, due to how Big Data storage works. A court order to Twitter can easily recover that message and, depending on circumstance, show that the person deleting the message may be trying to erase evidence.

Remember when a disgruntled ex-employee at Twitter deleted Donald Trump's account? They easily restored it within minutes.

And yes, deleting a tweet related to a legal case can be seen as destroying evidence which is a crime, which is why I have on multiple occasions posted in this thread addressing Marzgurl telling her not to delete shit for her own good or she'll go to jail.
