It would be difficult to meet someone who "just considers themselves the gender they aim to be" because if that was all it was, they wouldn't feel the need to tell you. Who knows, maybe there's actually a lot of them but you never hear about them for that reason.

In fact, what's long confused me about transgenderism is the question of why they need to actually present themselves as the opposite gender. In today's world, your gender does very little to actually confine you. Are you a guy who wants to do traditionally girly things like have long hair and wear jewelry? Go ahead, practically no one cares. Want a job that's more traditionally female, like being a hair stylist? Go ahead, practically no one cares. You can do all that without ever needing to tell anyone you think you're the opposite gender or present yourself as such. The only things I can think of offhand that are seen as really odd are actually wearing "women exclusive" outer clothing like skirts, dresses, or high heels, but those are things women themselves are increasingly eschewing anyway so it's not like you need to do them in order to be a woman.
