It's not like the speds on welfare who still donate to his patreon can afford to give much more than they already do anyway. Certainly not enough to make it worth the price of the car and possible medical billth.

Some thoughts:
1) Usually someone has garbage insurance because they've had too many tickets/accidents and respectable carriers won't take them.
2) The report says there was a traffic camera at that intersection. Wonder if the video is public? Freedom of Information request?

If he was on something during the accident he could be looking at jail time, but I think that would have been mentioned in the report. Insurance claim against him for the damage to the other car and any medical billth for the people in it, and fine for running that light for sure. According to two witnesses he was completely at fault. If his shitty insurance won't cover the claim for damages, he could be in real trouble.
