They still have these drought problems and it's worse? The way they are doing those restrictions is retarded, in NSW over in Australia we had limits on what you could use it for but it was never a specific amount for every bit of water you used:

Most of it is limiting how often you can use a hose. With these commifornian dickheads you may not be able to shower and wash their clothes on the same day. It never got that bad here a decade ago.

Our groundwater here is glacial water from 1000s of years ago. That shit can't run out. Dunno about Wessi areas.
