A ton of small venues didn't give a shit back in the 1980s-1990s. Back in those days, there were lots of punk bands that either had super edgy names (e.g., Steve Albini used to have a band called Rapeman), had incredibly politically-incorrect lyrics (too many bands to name), and/or did the most outrageous shit on stage (G.G. Allin is the ultimate example), and they were able to get booked.
