You don't want your actors to get cut up. I would bet that if you closely examine the swords in most Hollywood films, you would see that most of them are pretty dull.

In Japan they use sharp swords for the close-ups and dull ones for the wide shots.
There were a few occasions where the prop department fucked up and somebody died due to the mix-up.

Or you have chads like Toshiro Mifune in Throne of Blood who just thrusts right through the puny block of wood an actor playing a guard used to protect himself. Only ended up with a scar, fortunately.

I think that's more the script than McKellen. Even in the books, Gandalf doesn't really chill as the White. He has to assume the authority that Saruman pissed away.
He also grabs the command of the defense of Minas Tirith after Denethor gets his spirit crushed by the visions Sauron showed him in the palantir.
And the Ringwraith's confront at the hill makes more sense in the books: Aragorn and the hobbits were attacked by just five of them, instead of the nine, since Gandalf had fought them previously, and four pursued him when he escaped to Rivendell. At that point of the story, they're also weaker, since Sauron's power still haven't fully revealed itself yet. Also in the books, it isn't Arwen who rises the river to crush the nazgul, but both Elrond AND Gandalf.

I remember Spoony ranting on twitter about how people that asked this question are stupid because the book explains it or something. Bitch, if the movie doesn't include the explanation then it isn't the viewers fault!
