Patreon will do jack shit. While they claim to have "community rules" their answer for written reports is always "Well, don't give him money" (that is if you even bother to send an email, got that answer 2 times last year- though there is a 'report' button on the pages it flat out doesn't allow reports of "This person is not creating content").
