AFAIK, Disney were still animating their 2D films domestically in-house. They could have tried outsourcing that shit to Japan or Korea. Some people would have cried sell-out or whatever, but it's better than just shutting everything down and going all-in on 3D.

The problem is not the expense (because a lot of those Disney Renaissance films cost a lot less to produce than the core Pixar films). The problem, if I had to guess, is personnel. You don't eliminate that by just sending it overseas and, if anything, a small Japanese or Korean studio is less set-up to handle the workload created not just by one Disney film, because remember they want to make at least one a year so productions tend to be concurrent, but several.

Sending animation overseas is perfectly fine for TV shows or smaller, direct-to-video films. But, for the bigger budget feature films that Disney makes, it's just not feasible.
