I understand that it's a bit more vital in the USA. However, unless you live in one of the major cities or in the western cluster of the Ruhrpott, it's just as vital over here.
I have met a total of two people over 20 that didn't have a driver's license in my life. Some more over 18 that were slacking and going to university so they didn't immediately need one but as soon as you hit the job market you are basically unemployable if you can't drive.

In theory, busses and trains would work to cover the small distances here. In practise you can forget about it.
The closest large city is 20 minutes by car from me. Via bus it takes 1.5 hours and the last one from there departs at 1800.
Even some pissing village will have such shit connections that you aren't flexible about when you can go to work. The bus is basically only for students, the train is hardly better.

What I'm saying is that if the state would just demand higher standards, people would meet them because they are plain forced to.
And believe me, we still have some scary drivers over here.

Go visit Korea. I shit you not, drivers used to not drive with their headlights on at night to 'save electricity'.
