Depends on different state and city laws and ordinances. You have to keep in mind that going to different states is like going to a slightly different country.
Also, in the South moonshining and bootlegging has a history here that makes individual liquor deliveries have a ring of lawlessness to it
Side note: one of my grand pappies use to make moonshine and the other used to run it. My cousin owns a bar out in the country where they sell illegal moonshine.

Ah, that makes sense. I mean, it's not like getting alcohol by delivery is something common here at all. I just know that it's definitely allowed here because pizza delivery places also sell wine. If you like paying 10€ for a 3€ bottle that is.
That's pretty cool. Is the punishment high if you're caught? Over here the state will absolutely assrape you over it. Ever since some dude blew up his shed and I think somebody even died they've turned the punishment up to 11. Getting a license is very difficult as well.

Yeah, it can be very serious but not the way you think. The feds get in a tiff when people are making their own booze but aren't paying tax on it. The taxes are absolutely a concern here as well. But Germany is a very densely populated place. There's really no "shed in the middle of nowhere" to make booze in. Most would use their garden shed in a garden that's just about large enough to park four or so cars in. So when that thing blows you're taking your neighbour's garage, garden and the windows of five other buildings with it.
