I'm not sure, but they pay taxes. And the promise of this country is you get representation with taxation, so something needs to get done.
The problem is Republicans control everything, and DC is the most heavily democratic area in the country, so even if the parts where people reside that aren't Congress adjacent are just absorbed into neighboring states, it'll be objected to.
