No. The guy has autism. He doesn't know how normal people interact with each other and he's too dumb for even more subtle humor like in Parks and Recreation, despite that not even being highbrow.

I think Rex from Toy Story was his. Of course, the script went through so many hands, and wasn't really 'his' to begin with, that it's fortunately like nothing else he's ever written.
