EDIT: Oh dear. So it looks like the Japanese Blu-rays were legit, but over-DNRed. Which would have been fine for fansub purposes. But this fansubber added a fake film grain filter to try and "restore" it and bloated the filesize needlessly.
I think Sevakis and his buddies did something similar with the U.S. Galaxy Express 999 Blu-rays. The Japanese Blu-rays were over-DNRed, so instead of doing their own HD rescan of the film, they just took the Japanese Blu-ray and added in that fake film grain filter to it.

Was that for the movies or the TV series? Because the movies were raped by DNR but the TV was upscaled. Discotek acted like making their own upscale would solve anything. I hate the video industry so god damn much.

For GE999? It was the movies. The TV series isn't out yet. I think an SD-Bluray would be appropriate for the TV series rather than a stupid upscale.

Trying to polish a turd is just a waste of time and money. People don't actually like the GRAIN, they like the DETAIL in the film and that's already lost to the DNR. Adding fake grain doesn't bring the lost detail back.

I've been gradually buying the DBZ Kai Blu-rays when they're on sale. I do really miss "Cha-La Head Cha La" and stuff, but there's way less bullshit in this version. I don't think Funi will ever properly restore the original DBZ on Blu-ray, so Kai is as good as it's going to get.
