You wouldn't be able to anyway. I think what happened is the studio that made it, APPP, got into a fight with Shueisha, the publisher of JoJo and they split company. Shueisha gave the anime rights to David Production, who made the 2012 anime and every anime adaptation since, and the APPP Phantom Blood movie never came out on home media or anywhere else. It only got a limited screening.

As far as we know the movie actually is kinda bad and the meme is that Araki pulled it from circulation it because they severely cut down Speedwagon's role.
The only reason we have that 16 minutes of footage out on YouTube is because (by my own speculation) it was dumped by one of the baka gaijin at Skywalker Sound who didnt resuspectu Japanese intellectual property laws.
A year after the PB mobie was released there was a non-traversy where a bunch of muzzies from Egypt got mad that in the OVA Dio appeared to read the Koran. Even though nobody who mattered cared they still stopped selling the DVDs and Viz's translation of PArt 3 that nobody was reading at the time was delayed for a year.

You can't and never will see the Phantom Blood movie. It was only shown theatrically in Japan and was never on home video. Supposedly because Araki hated it because they left out Speedwagon. But it probably was also due to the Islamic chimpout and damaging of the brand for many years.

We weren't ever gonna get those Blu-rays anyway. Nobody does anything with remade animu. I'm still waiting on Hunter x Hunter 1999.

We get the Blu-rays for the newer titles like Attack on Titan. We even get JoJo, although we're way behind Japan. (We're only up to Stardust Crusaders.)
It's the older shows where we get screwed over like that. There are some old TMS TV anime like Lupin and Cobra where they got Blu-rays in Japan and are only getting DVDs here. So it's like, do I support the official product @ 480p, or download 720p~1080p versions of the internet for free?
And then there were times when I chose to support the official product and then the fuckers say, "Well, since it sold so well, we're doing a Blu-ray!" and I have to buy it again.

Burgerland gets Blu-rays but there's usually a big gap between nippon release and they're usually worse than they're JP counterpart. The most obvious flaw is the crushed video bitrate to be cheap fucks + stuff in the dub. Less obvious is rights or licensor bullshit like excluding the nippon audio to prevent reverse importing. Theres a handful of notoriously ass Amerigaijin Blu's like Ghost in the Shell SAC (where Anchor Bay fucked up massively and then went full IN and banned everybody who brought up technical problems on Twitter and Fagbook, and then never recalled the sets and had the audacity to do the same shit all over again for the Second Gig.) Theres also still a number of series that aren't in HD at all in Japan and an even rarer group that are better than they're JP counterpart. You really shouldnt have to do actual research to find this shit out as a buyer. I almost can't blame the brainless fucking morons who use NEtflix and Amazon Prime.
