100% agree on this one. I think it started out as a series of shorts and they cobbled it all together with new footage or something. Sad way for the Tall Man to go out. RIP Angus Scrimm.

They had a ton of unused footage from part 1 including an alternate ending, so there's this time travel storyline where characters are remembering things differently, and it's implied that events from the present are affecting the past somehow. I thought it was really inventive for a low budget sequel.

"Dick Tracy" (1990)
I watch this every summer. There are some good YouTube videos that re-evaluate it as a forgotten gem, but I've loved it since I was a kid. As I get older though, I do appreciate more and more how odd it is, largely due to the crazy casting (Dick Van Dyke as the corrupt district attorney!) that amounts to Warren Beatty just hiring all of his friends.
Occasionally I see someone lament this this didn't become a franchise, but I'm glad that it didn't. We don't need a bunch of movies that recreate this great, primary-colors-only look. We don't need any expansion of this "world". This movie and its super-simple story (Dick Tracy fights the mob!) should be singular. There's nothing wrong with that.
