Didn't used to be that way. Of course, a side effect of this big push for creator's rights is that most of the really good artists are now too expensive to be used on your average book. That's kind of bullshit, if you ask me. Marvel and DC could easily afford to hire the better artists. They could easily afford to hire whoever they wanted and still make a profit. Except for maybe Neal Adams...because he's an egomaniacal prick that'll demand more money than he's worth just for the sake of doing it. They don't hire those artists not because they can't afford them, but because the people who own the companies don't wanna give up .05 percent of the profits on good artists when they know full well they can shit out any old piece of garbage and comic book fans will lap it up and ask for more no matter how awful it is. It's less about being unable to afford anything, and more about knowing what they can get away with selling to the great unwashed masses.

It's the 'masses' part that's the issue. A popular comic book generally only sells 100,000 copies a month now, largely due to Marvel's short-sightedness fucking up the industry. DC and Marvel certainly are rich enough to afford decent artists, or to give up-and-coming talent decent pay, but the attitude is generally 'why pay them all that money for something nobody's going to read anyway'?

Also, a lot of these artists refuse to alter their style to fit working on such a deadline, or they add in a bunch of unnecessary details. You see this a lot in the creator-owned books where artists will demand that they be allowed to work at their own pace, meaning an issue can be months late.
Compare Robert Kirkman's Walking Dead comic to Invincible. Charlie Adlard, the artist on WD, isn't that great but always meets his deadlines so the book comes out on time and the sales are pretty good. But they've had to cancel Invincible because of low sales because Ryan Ottley, the artist, takes longer, and whines on twitter about how editors need to realise how long good art takes. I'd say a better lesson would be artists need to realise they aren't the only person on the fucking book.
While I'm not a fan, Saga ended up having the right idea by waiting until a story arc was finished, releasing that monthly, and then taking a break until the next arc was done. Now they're doing well while dozens of other projects have had to quit.

And it's not even that mind-blowing. See, he was an advertising artist before he came to comics, back when you had to draw instead of using photos. So his style came from that, adding a more realistic bend to what was normally cartoons. Adding in Denny O'Neil's grittier story telling, the two did some good work together but considering the time frame, anyone could have come along and done basically the same thing.
