Red hair aside, it looks nothing at all like Lupa. And it's definitely a terrible drawing. The proportions are right, it's drawn properly for that style I guess, but its generic and looks nothing like the subject he's supposed to be capturing. Either he's lazy or he only knows how to create one generic template and nothing else.

Drawing isn't really that hard. If you get proper lessons and bust your ass every day you can be pretty good in a relatively short time.
