It took me seconds to go to the wikipedia article, where it states that fact in the first paragraph.
The amendment is also not written in a way that anyone could possibly misunderstand. That the "as punishment for a crime" piece only refers to the state is self explanatory, as only the state can punish people for crimes in the first place.

Remove that piece and you do nothing but remove forced community work. So what do you replace that option with? Unenforceable fines and prison time, I guess.
I'd say that the prisons of the USA are full enough as is.
