Twitter on its own doesn't do a damn thing. Naturally, it's the users, who provide all output, that make it what it is.
But Twitter's format does encourage nothing but polarizing garbage to rise to the top. Like pond scum.

You can't put much coherent thought into those few characters. Brevity is nice and all but a normal one minute speech can already look like a wall of text in a forum.
