Likely, but he presumably only wants to make a certain number of those "One Hit Wonderland" videos (basically him talking about the rise and fall of artists who had only one big hit) per year, which is why it's maxed out at 6 people, so he only has to do that many. Heck, given is rate of output, if you shell out that amount of money you'll probably be waiting months and maybe a year for him to get to your request.

Make it a lot cheaper.
Say since you can only do so many per year, everything goes into a pool and is randomly selected.
Also remind everyone they can donate multiple times, either with a new song or to give your original choice more spots on the roulette wheel.
